Brownfields are defined by the U.S. EPA as "real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant." 

There are many brownfield sites in the northwest Ohio region, including abandoned gas stations and former commercial or industrial sites that are now vacant. Cleaning up and redeveloping these properties can create job growth, increase the local tax base, and use existing infrastructure instead of developing on open land, which both improves and protects the environment. The Defiance County Land Reutilization Corporation (Land Bank) established in April 2019, was created to reclaim, rehabilitate, and reutilize vacant, abandoned, tax-foreclosure or other real property in Defiance County. The Land Bank consists of a five-member board of directors, including two County Commissioners, the County Treasurer, a City of Defiance representative, and a real estate representative. The Land Bank’s first goal is to cleanup the former SK Hand Tool brownfield site (shown above) located in Richland Township. Brownfields are defined by the U.S. EPA as “real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.”

 

The Land Bank plans to take ownership of the former SK Hand Tool site, located at 135 Hickory Street, Defiance, OH 43512. The site is contaminated by both hazardous substances and petroleum. The facility was used for manufacturing for at least 65 years, prior to 2010. The most recent operating entity, SK Hand Tool, functioned as a manufacturing plant that produced hand tools, which were manufactured from raw bar stock to finished goods.

 

The Land Bank will be applying for an U.S. EPA Brownfields Cleanup Grant to remediate the site. The application is due on December 3, 2019. In preparation of the application, the Land Bank will be hosting a public meeting on Monday, November 25, 2019 at 1:00 p.m. in the E-911 Conference Room, 500 Court Street, Defiance, OH 43512.

brownfield Redevelopment task force

Maumee Valley Planning Organization formed the Brownfield Redevelopment Task Force in 2018 to aid in the cleanup and redevelopment of brownfield sites within Defiance County and Henry County. The Task Force will aid in identifying brownfield sites, determining high priority projects, and providing insight for redevelopment after remediation. Members of the Task Force include City administrators, County Commissioners, and representatives from the County Economic Development Organizations and Health Departments.
