The MVPO Dedicated Funds Program will make available just over $300,000 of funding over the next two years for member selected, eligible projects within the MVPO region.

The purpose of the MVPO Public Participation Plan (PPP) is to outline the standard procedures that will be followed to ensure proactive public involvement during all transportation planning processes through the RTPO Program. It is the policy of MVPO to have a public involvement process that provides complete information, timely public notice and full public access to MVPO activities at all key stages of decision-making relating to transportation planning. This plan specifies MVPO’s underlying goals as well as strategies and techniques to be considered and employed in achieving those goals. The importance of Environmental Justice is described as well as the methodology for identifying these areas of concern and provides a framework for including it as part of the public involvement process.

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. Specifically, Title VI provides that "no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance" (42 U.S.C. Section 2000d). The Civil Rights Restoration Act of 1987 clarified the intent of Title VI to include all programs and activities of Federal-aid recipients, sub-recipients, and contractors whether those programs and activities are federally funded or not.


As a recipient of federal funding, Maumee Valley Planning Organization (MVPO) assures that no person shall be discriminated against concerning race, color, or national origin as stated in Title VI of the Civil Rights Act of 1964. Any person who believe she or he has been discriminated against under Title VI has the right to file a complaint with MVPO. MVPO is in the process of preparing a Title VI / LEP Plan for the region.

Each year, MVPO develops a work program for the RTPO to outline all activities to be accomplished in the following year. This document is submitted to ODOT for approval. 

Semi-Truck on Overpass

The Ohio Department of Transportation (ODOT) updates the Statewide Transportation Improvement Program (STIP) on a biannual basis.  The STIP is Ohio’s four-year transportation planning document which presents the fiscally balanced, multi-modal transportation program for the State of Ohio. Included are projects both federal and state funded scheduled for some phase of implementation during the four year period.  ODOT is beginning the process to update the STIP for State Fiscal Years (SFY) 2021-2024. As MVPO is designated as the Regional Transportation Planning Organization (RTPO), we are developing a Regional Transportation Improvement Program (RTIP) for Defiance, Fulton, Henry, Paulding, and Williams Counties which will be directly included in the STIP. For more information on ODOT's Statewide Transportation Improvement Program (STIP) process, visit their STIP planning page
