MVPO is seeking proposals on behalf of the Land Banks for the construction of new housing units within the region. The construction will occur on vacant parcels owned by the Land Bank or other community partners, which will be at no cost to the contractor. This RFP is designed to identify Contractors with the experience, capacity and willingness to develop and build new Housing units in the region. Houses that are identified for rehab will be bid out based on the specific scope of work to contractors that are pre-qualified through MVPO’s CHIP program. The end user for the units will be families or individuals that have an income equal to or less than 80% of the Annual Median Income. Contractor will not be responsible for identifying the end buyer or selling the home.

Proposals shall be made in compliance with the Ohio Department of Development’s (ODOD) Welcome Home Ohio (WHO) program guidelines and regulations. The main component that applies to your proposal is that each unit must be 1,000 square feet of habitable space in the current program, with the potential to allow for 800 square feet in the next round of funding. All homes will be constructed utilizing building codes associated with the local political jurisdiction. All areas within MVPO’s six county service area are under consideration. You may mark in your proposal which county(ies) you are interested in working with and if there is an impact on price or proposal based on county.

MVPO will host a pre-proposal meeting. Attendance is not required but is highly encouraged as it may be a factor in scoring the proposals received. The objectives of the meeting are to review the RFP and answer questions. Proposers shall notify Estee via email (plannereb@mvpo.org) if they intend to attend and the number of persons attending. The pre-proposal meeting will be held on September 4th, 2025 at 1:00 pm

request for proposals for former edon school development - williams county land bank

The Williams Co. Land Bank is seeking a buyer interested in developing the former “Edon School” property located at 309 W Indiana Street, Edon, OH parcel numbers 071-200-04-021.000 & 071-200-04-022.000. Proposals may include one or both parcels.
The Land Bank offers an application process for submitting development proposals and pricing for the lot. Your proposal must include financing details and a development plan. Terms and conditions related to the property sale are outlined in the application packet, available at www.mvpo.org/bids. Physical copies can be obtained from the Williams County Treasurer’s office or the Maumee Valley Planning Organization Office. You can gain additional information about the property by visiting the Williams County Auditor’s website.
Proposals must reach Estee Blair, Senior Planner at Maumee Valley Planning Organization, located at 1300 E Second Street, Suite 200, Defiance, OH 43512 no later than 5:00 PM on Monday, October 7th, 2025. Emailed proposals can also be sent to eblair@mvpo.org. Proposals must be submitted on the application format provided & be labeled “Attention: Proposal –Edon School.” Proposals submitted after this date and time will be returned.

EvaNSPORT SANITARY SEWER IMPROVEMENTS Bid-
dEFIANCE County commissioners
Sealed Bids will be received for furnishing all labor, materials and equipment necessary to complete a project known as Evansport Sanitary Sewer Improvements at the Defiance County Commissioners Office, 500 Court Street, Suite A, Defiance, Ohio 43512 until 11:30 A.M. local time on February 9, 2026, and at said time and place, publicly opened and read aloud. Bids may be mailed or delivered in advance to the Location of Bid Opening at the above address.
The Bid Documents containing the Bid Requirements and Contract Documents (including all bid sheets, plans, specifications, and any addenda) can be obtained by contacting Steve Moore with Arcadis via email at steve.moore@arcadis.com. To be eligible to bid on the project, each bidder must obtain the Bid Documents directly from Arcadis.
Each Bidder is required to furnish with its submission of the fully completed Bid Documents, a Bid Security in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form (Bid Guarantee and Contract and Performance Bond as provided in Section 153.57.1 of the Ohio Revised Code), must be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Those Bidders that elect to submit bid guaranty in the form of a certified check, cashier’s check, or letter of credit pursuant to Chapter 1305 of the Ohio Revised Code and in accordance with Section 153.54 (C) of the Ohio Revised Code. Any such letter of credit shall be revocable only at the option of the beneficiary OWNER. The amount of the certified check, cashier’s check, or letter of credit shall be equal to ten (10) percent of the Bid and the Successful Bidder will be required to submit a bond in the form provided in 153.57 of the Ohio Revised Code in conjunction with the execution of the Contract.
Each proposal must contain the full name of the party or parties submitting the Bidding Documents and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The OWNER intends that this Project be completed no later than the time period as set forth in Article 4 of the Standard Form of Agreement Between OWNER and CONTRACTOR on the Basis of a Stipulated Price.
Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, national origin, handicap, ancestry, or age.
All CONTRACTORs and subcontractors involved with the project shall to the extent practicable, use Ohio products, materials, services and labor in the implementation of their project.
DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE (OHIO) REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE (OHIO) REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.
Additionally, CONTRACTOR compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Bidders must comply with the prevailing Davis-Bacon wage rates on Public Improvements in Defiance County as determined by the U.S. Department of Labor, Federal Wage and Hour Division.
The ENGINEER’s estimate for this project is $368,700 (Base Bid) and $555,000 with all optional Bid Alternatives.
The Defiance County Commissioners reserves the right to accept any or all bid alternatives and to waive any informalities or irregularities. The Defiance County Commissioners reserves the right to reject any or all bids or to increase or decrease or omit any item or times and/or award the bid to the lowest and best bidder.
DEMOLITION Pre-qualification FORM
Maumee Valley Planning Organization assists the Defiance, Fulton, Henry, Paulding, Putnam and Defiance Land Banks in procuring and soliciting for demolition services. To make this process as easy as possible, your demo company must become pre-qualified. Once pre-qualified, you will be eligible to provide demo services for all 6 County Land Banks. If you do not become pre-qualified, you will not be able to submit bids or quotes for projects. Once you are pre-qualified, you will be added to our demolition email list, which receives updates when we have funds available to complete demolition projects.
To become a pre-qualified contractor, please fill out and submit the demolition pre-qualification form below. We will accept pre-qualification documents on a rolling basis so we cannot guarantee your documents will be reviewed and approved before any certain bid date.
