The Henry County Land Reutilization Corporation (HCLRC), also called the Henry County Land Bank, was formed in 2017 with a mission to reclaim, rehabilitate, and reutilize vacant, abandoned, tax-foreclosed, or other real property in the County. The Land Bank Board is made up of two County Commissioners, the County Treasurer, a municipal representative from the largest municipality, and two township representatives, as required by the Ohio Revised Code §1724.03.

With the help of Maumee Valley Planning Organization, the Henry County Land Bank is helping residential and commercial property owners apply to the Ohio Department of Developments Building Demolition Program. As of May 4, 2022, the land bank can apply for up to $100,000.00 of these funds. 

All applications are due to Christina Deehr at Maumee Valley Planning Organization. You may submit an application via e-mail (Planner2@mvpo.org) or drop it off in person to the Maumee Valley Planning Organization office located at 1300 E. Second Street, Defiance, Ohio, 43512.


To be eligible: 

  • You cannot be tax delinquent

  • Have never filed for bankruptcy

  • The applicant MUST own the home or commercial property (agriculture properties and trailers will not be accepted) the deed has to be recorded under the property owners name

  • Submit the application via e-mail by May 11, 2022, 4:30pm to Christina Deehr, E-mail: Planner2@mvpo.org

  • The property must be vacant for at least 90 days prior to submitting an application

  • The application must be notarized. Maumee Valley Planning Organization has notaries on staff if you would like to bring your document in the office to be notarized. 

Additional Details:

  • Once an application is submitted to Maumee Valley Planning Organization, they then submit your application to the State's Ohio Department of Development. The State will decide if your property is eligible for demolition. 

  • You can back out of this program whenever you would like, prior to demolition beginning 

  • The property owner incurs no costs associated with this project. 

  • Grant legislation says that all properties accepted into this project must be demolished by fall of 2023

  • The Henry County Land Bank reserves the right to hire all contractors for this program 

Eligible Properties

Blighted, vacant or abandoned structures are eligible for demolition. Commercial and residential buildings on sites that are not brownfields are eligible properties. Commercial properties include buildings that were used for retail, office, manufacturing, industrial, industrial warehousing, institutional, or other non-residential or mixed-use (meaning any mix of these uses or a mix of residential and commercial uses) purposes.

Non-vacant and blighted structures are not eligible, unless they are contiguous and/or connected to vacant and blighted structures that are necessary to demolish.

Meeting Schedule


Meetings are held on an as-needed basis at the Henry County Commissioner's office, 1853 Oakwood Avenue, Napoleon, Ohio 43545. The meetings are open to the public.
