NOTICE OF FIRST PUBLIC HEARINGS: Community Development Block Grant (CDBG) Program Year 2020
Defiance, Fulton, Henry, Paulding, and Williams Counties intend to apply to the Ohio Department Services Agency (ODSA) for funding under the Small Cities Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships Program.
The purpose of the public hearings is to provide citizens with pertinent information about the available programs and their requirements. A broad range of activities can be funded through the programs, including: allocation, economic development, downtown revitalization, water and sewer facilities, flood and drainage facilities, streets and sidewalks, senior centers, parks, and demolition of unsafe structures. Projects must be designed to primarily benefit low-to-moderate income persons, aid in the prevention of slum or blight, or meet an urgent need in the community.
The primary focus of the First Public Hearings is to give an overview of the above-listed programs. The second public hearing will be held at a future date, prior to the submittal of specific grant applications. Citizens are encouraged to attend these meetings in order to provide input.

Two transportation plans available for public comment
MVPO is requesting public input on the City of Bryan Safe Routes to School Travel Plan and the Defiance County Active Transportation Plan. Any public comments received will be taken into consideration before the plans are finalized. The public comment period will last until January 13, 2020.

About the City of Bryan Safe Routes to School Plan
The Safe Routes to School (SRTS) program is a federally funded program for grades K-8 designed to inspire local action to initiate safe, convenient, and fun opportunities for children to bicycle and walk to and from school. A SRTS Team representing diverse sectors of the Bryan City School District met during 2019 to develop a SRTS Travel Plan for Bryan Elementary and Middle Schools. The School Travel Plan is a written document outlining the community’s intentions for enabling students to engage in active transportation (walking and biking) to and from school.
About the Defiance County Active Transportation Plan
Active Transportation is defined by the Ohio Department of Transportation (ODOT) as “human-powered transportation that engages people in healthy, physical activity while they travel from place to place.” The main purpose of this Plan is to outline the vision, goals, and strategies needed to support increased modes of Active Transportation in Defiance County. The Plan identifies the vision and goals, documents the public involvement efforts that occurred during the planning process, provides information about existing conditions, analyzes where gaps exist through a needs assessment, outlines plan recommendations, and provides next steps in the form of implementation and evaluation items.

MVPO is now hiring for a Housing Rehabilitation Technician
Applicant will implement federally funded housing rehabilitation projects. Experience in residential construction, including roof, structure, foundations, insulation/weatherization, HVAC, plumbing, electrical and lead safe working practices is helpful. The ideal candidate will have strong communication and construction management skills, as record keeping, spreadsheets and grant compliance is an important part of this job. Valid driver’s license required. Physical mobility, including walking up and down stairs, using ladders, etc., and occasional lifting are required.
This full-time position includes a benefit package as offered by the Fulton County Board of Commissioners. The pay range for this position will be commensurate with qualifications and experience.

Defiance County Land Bank to Host Public Meeting for US EPA Cleanup Grant
The Defiance County Land Reutilization Corporation (Land Bank) will be applying for an U.S. EPA Brownfields Cleanup Grant to remediate the former SK Hand Tool site. The Land Bank plans to take ownership of the site, located at 135 Hickory Street, Defiance, OH 43512. The site is contaminated by both hazardous substances and petroleum. The facility was used for manufacturing for at least 65 years, prior to 2010. The most recent operating entity, SK Hand Tool, functioned as a manufacturing plant that produced hand tools, which were manufactured from raw bar stock to finished goods.

National Walk to School Day 2019
October 2nd is National Walk to School Day. Schools from all over our region are participating today to highlight the importance of safer, more active transportation for youth in their local communities. Ohio Consolidated Plan - Public Input Surveys Now Available
The State of Ohio is currently preparing the PY 2020-2024 Consolidated Plan. Ohio’s Consolidated Plan assesses and addresses the non-housing community development needs of the state’s non-entitlement communities. There are three surveys available for input on Ohio's Consolidated Plan, including Community and Economic Development Needs, Supportive Housing/Homelessness Needs, and Housing Needs. All survey responses are anonymous and will be summarized in the Consolidated Plan’s Needs Assessment section.

It is unlawful to deny people the opportunity to live where they want and can afford. If you feel you are being treated unfairly, take the following steps:
1. Keep a record of any meetings and phone calls with the landlord, property manager, real estate agent, loan officer, or insurance agent. Include the person's name, title, meeting date and time.
2. Write down what happened and what was said by all participants. Save all receipts, applications, leases, business cards, brochures, or other documentation that you were given.

Statewide Walking and Biking Survey Now Available
The Ohio Department of Transportation (ODOT) is launching its first-ever pedestrian and bicycle policy plan — Walk.Bike.Ohio — to address growing interest in active transportation among Ohioans. Representatives from all over Defiance County are working together to develop an Active Transportation Plan which will outline the vision, goals, and strategies needed to support increased walking, bicycling and other active modes of transportation in the area. This will include information about infrastructure such as trails, bicycle lanes, sidewalks, etc. in the Defiance County area.

Defiance County Active Transportation - Survey Live!
Defiance County, Ohio is currently in the process of developing an Active Transportation Plan, which will outline the vision, goals, and strategies needed to support increased walking, bicycling, and other active modes of transportation in the area. The Ohio Department of Transportation (ODOT) defines Active Transportation as “human-powered transportation that engages people in healthy, physical activity while they travel from place to place.”
Defiance County residents and visitors are encouraged to take the Active Transportation survey to inform the development of the Plan. The survey will be open until June 7, 2019.

Grover Hill Demolition Project 2019
The Maumee Valley Planning Organization is seeking demolition estimates on behalf of the Paulding County Land Reutilization Corporation (Land Bank) for the commercial property located at 101 N. Main Street Grover Hill, OH 45849. The property requires asbestos abatement prior to demolition. The contractor awarded will be able to coordinate with the asbestos abatement contractor, which is currently being arranged by MVPO.
Sealed proposals for the “Grover Hill Demolition Project 2019” will be received by the Paulding County Land Reutilization Corporation at the County Commissioners Office, 115 N. Williams Street, Suite B-1 Paulding, OH 45879 until 4:00 p.m. on Tuesday, May 7, 2019. Transportation survey now open - enter to win a $25 gas card!
The Maumee Valley Planning Organization's long-range transportation plan, Moving Together 2040, is a multi-modal, comprehensive plan meant to serve as a blueprint for how the five-county region wants the transportation system to improve over time. The plan is updated every five years, and will be completed in 2020, with a horizon year of 2045. As residents of Defiance, Fulton, Henry, Paulding, and Williams Counties, we need your input to make meaningful contributions to the transportation system.
Individual survey responses will remain anonymous. Your responses will be combined with those from other participants for statistical analysis.

Williams County Active Transportation Plan Adopted
The Williams County Commissioners adopted the Williams County Active Transportation Plan on February 25, 2019 after a 30-day public comment period. The plan outlines the vision, goals, and strategies needed to support increased modes of Active Transportation in Williams County. What is Active Transportation?
The Ohio Department of Transportation (ODOT) defines Active Transportation as "human-powered transportation that engages people in healthy, physical activity while they travel from place to place." The most common examples of Active Transportation include walking bicycling, horseback riding, and skateboarding. Active Transportation is important for several reasons, as it promotes healthy people, a healthy environment, a healthy economy, and mobility for all.

Public meetings scheduled for brownfield grant
Maumee Valley Planning Organization (MVPO) is partnering with Defiance and Henry Counties to apply for an U.S. Environmental Protection Agency Brownfield Assessment Coalition grant totaling $400,000. The funds will be split between the assessment of hazardous substances and petroleum sites.
Assessment of brownfield sites is the first step in identifying potential contaminants and ultimately creating a cleanup and redevelopment plan. Brownfield sites along the Maumee River in the City of Defiance, Village of Florida, and the City of Napoleon are being targeted.

Paulding County Land Bank announces first demolition
The Paulding County Land Bank has announced the demolition of its first blighted and vacant residential property.
The demolition is scheduled to start on Monday, Aug. 6 at 114 E. Woodcox St. in Antwerp.
The Paulding County Land Reutilization Corporation (PCLRC), also called the Paulding County Land Bank, was formed in July 2017. The Land Bank’s mission is to reclaim, rehabilitate and reutilize vacant, abandoned, tax-foreclosed or other real property in Paulding County.

Defiance Residents, share your opinions! The City-wide housing survey is now open.
The City of Defiance is in the process of creating a Community Strategic Plan to unite the community through learning, service, and culture. Housing is one of the pillars within the Plan, with the goal of providing a variety of housing options to meet the needs and interests of all current and future residents. This survey is designed to gather feedback from residents on current housing conditions and needs for the future.

Attention Townships! ODOT's Township Safety Sign Grant Program is now open.
Applications are due Friday, June 8, 2018 for the program.
This grant program provides up to $50,000 per township in safety sign materials (signs, posts and hardware) for townships which have been determined to:

Have a greater than average crash rating across their entire township based on their township's crash history over the previous five years and
-
Not previously received funding under this grant program

Applications for Round 3 of the Henry County Demolition Program are now available.
The Henry County Commissioners are now accepting nominations for projects to be considered for demolition (see attachment). However, they are asking that property owners contribute half of the demolition cost. Project nominations are due on Friday, March 2, 2018 to Maumee Valley Planning Organization, 1300 E. Second Street, Suite 200 Defiance, OH 43512.
Please note that the Henry County Land Reutilization Corporation (Land Bank) also has funds available for demolition of residential properties. However, the land bank has to first acquire deed to the property.

Attention Fulton County residents! Public Meeting being held this week to discuss Coordinated Transportation
A public meeting will take place on Thursday, November 9, 2017 at 6:00 p.m. in the 2nd Floor Conference Room of the Fulton County Administration Building (152 S Fulton Street, Wauseon, OH 43567). The purpose of this meeting will be to discuss the Fulton County Coordinated Human Services Transportation Plan. The purpose of this Plan is to identify existing transportation resources in the County, understand where gaps and unmet needs might exist, and determine a strategy for addressing those gaps and unmet needs. This meeting will provide a unique opportunity for the public to share transportation needs and vision for their community, particularly the transportation needs for older adults and individuals with disabilities. Transportation providers, human service agencies, and other advocates for transportation and/or services for older adults, individuals with disabilities, people with low incomes, and the general public will all want to attend to discuss this important topic of passenger transportation challenges and needs.

One meeting will be held in each Village of the County and the of these meetings is to develop goals for the Plan. All residents are encouraged to attend one meeting in their area to help shape the future vision of Paulding County. See the Vision Board page for the schedule of meetings.

Fulton County Residents - Take the Transportation Needs Survey!
The Maumee Valley Planning Organization (MVPO) is currently working with Fulton County to begin development of a Locally Developed Coordinated Transportation Plan. The purpose of this plan is to identify community resources for transportation, understand the gaps and unmet needs within those resources, and to determine the approach to addressing needs. Coordination of health and human services and public transit has been demonstrated to reduce costs and increase access to services for older adults, people with disabilities and other transportation disadvantaged populations. Additionally, the coordinated plan is a requirement for Specialized Transportation funding through the Ohio Department of Transportation.
In order to gather information for the Plan, MVPO is asking Fulton County residents to complete the Fulton County Transportation Needs Survey, available at www.surveymonkey.com/r/FulCoSurvey. The purpose of this survey is to understand how Fulton County residents feel about transportation in the County. Paper copies can be requested by contacting Maumee Valley Planning Organization at 419-784-3882 or mvpo@mvpo.org. The survey will be open now until Friday, November 3, 2017.

The Paulding County Vision Board will host three public meetings in October on the creation of a Community Development Plan for Paulding County. The purpose of these meetings is to present the results of a public opinion survey that was recently conducted and to gather additional public input. The Vision Board is in the process of developing a Community Development Plan that will describe the history, current state, and future vision for the County. Its purpose is to discover what the residents of Paulding County envision for the future and then develop a road map for how to make that vision a reality.

This survey, which is focused on quality of life issues, is a critical first step in the process because your input is needed in order to shape the County’s vision.
